Most spouse-visa applications in Japan are prepared and filed by a 行政書士 (gyoseishoshi, an administrative scrivener), not a 弁護士 (bengoshi, an attorney). A scrivener registered for immigration work (申請取次行政書士) can complete the certificate of eligibility, the questionnaire and the supporting documents, and submit them on your behalf, so you do not have to appear at the immigration bureau yourself.
